PHILSSA’s Urbanization Framework and Strategy

(The 12-6-5 Approach)

As a national NGO network working on urbanization, PHILSSA is evolving an urbanization framework and strategy focusing on twelve (12) thematic concerns, using six (6) key strategies and methodologies, involving five (5) levels of engagement.

Twelve (12) Thematic Issues for Intervention

In varying degrees, PHILSSA through its member-NGOs and as a network shall continue to intervene in the identified twelve focus thematic issues affected by the urbanization process:

  1. Land Use and Security of Tenure
  2. Housing
  3. Infrastructure and Basic Services
  4. Health and Education
  5. Environment (including Natural Resource Management )
  6. Livelihood, Employment and Productivity
  7. Governance
  8. Culture and Values
  9. Protection for Vulnerable Sectors
  10. Public Safety (Peace and Order, Disaster Risk Reduction and Management)
  11. Population Management
  12. Food Security

Six (6) Key Strategies and Methodologies

In responding to the 12 mentioned issues in the urbanization process, PHILSSA shall work on six basic areas of interventions:

  1. Capacity-Building
  2. Research
  3. Multi-stakeholder Partnership
  4. Engaging with Government (Local and National)
  5. Advocacy
  6. Model-Building

Five (5) Levels of Engagement

To effectively influence and transform the urbanization process, PHILSSA, as a network and through its member- NGOs, shall engage in (5) five levels of governance.

  1. Model-Building in the Community/ Barangay Level
  2. Local Engagement in City/ Municipal Level
  3. Consortium-Building in the Regional Level
  4. Advocacy for Urban Development and Urban-Related Policy Reforms in the National Level
  5. Networking and Solidarity Work in the International Level
