PHILSSA conducted its 23rd General Assembly last May 29-30, 2013 at the Audio-Visual Room, Social Development Complex in Ateneo de Manila University. This annual network gathering was attended by 50 of its 60 member NGOs nationwide. It has been PHILSSA’s practice to conduct capability-building sessions back to back with the business meeting during the general assembly to maximize time and resources.

The capability-building sessions on Risk Sensitive Shelter Planning and NGO Good Governance were held  on the first day of the GA. Respectable speakers were invited to give presentations on the said topics. During the NGO Good Governance session, Mr. Luis Morales, the Executive Director of PCNC talked about PCNC Accreditation as one of the ways to ensure good NGO housekeeping while Ms. Josephine Matriano shared about Christian Aid’s Humanitarian Accountability Partnership emphasizing the importance of upward and downward accountabilities.  Ms. Roselle Rasay of CODE-NGO also discussed the Code of Conduct for Development NGOs and the different NGO governance campaigns initiated by the network.

The session on Risk-Sensitive Shelter Planning on the other hand, was co-sponsored by ALTERPLAN which is also a PHILSSA member. The session focused on the CSOs and LGU Partnership on the Disaster Risk Sensitive Shelter Planning implemented in nine pilot barangays in LegazpiCity. Arch. Che Prudente of ALTERPLAN, Ms. Myrna Llanes of COPE and two women leaders of the Legazpi City Slumdwellers Federation namely, Ms. Julieta Ortal and Ms. Rosana Ballarbare shared their experiences and lessons learned in the implementation of this project.

The last session on Social Enterprises was held on the second day of the GA. Mr. Bobby Calingo presented here the initiatives, programs and projects of the Peace and Equity Foundation on social enterprises. Mr. Jojo Dawa of SALORSED and Ms. Tara Epal of BABA’s Foundation, both PHILSSA members also shared their good practices on social enterprises.

The business meeting followed thereafter. PHILSSA Vice Chair Ms. Catherine Ruiz, presented the network’s accomplishments for the past year while Mr. Rodrigo Olarte Jr,. the network’s treasurer reported the 2012 financial report. Advocacy concerns and resolutions for the 2013 were also agreed upon during the meeting. The GA was ended with the selection of new regional cluster representatives and election of the new PHILSSA Board as follows:
