The project aims to develop and implement a holistic and comprehensive initiative to address the most critical problems in urban poor communities in the Philippines. It is directed towards alleviating poverty in urban poor communities through strategic interventions such as improvement of physical and environmental conditions, upliftment of social well-being and enhancement of economic opportunities.
Project Beneficiaries and Coverage
The Project will be implemented on a pilot basis in urban poor communities that are either Community Mortgage Program (CMP) taken out projects, communities undertaking CMP requirements or communities identified as socialized housing sites in five (5) key cities in the major island groups and regions in the Philippines. The proposed geographic spread ensures that a wide range of situations and conditions in the urban poor communities will be represented and a greater chance of replicability.
Five cities are identified jointly by the PHILSSA and the World Bank as possible sites for project implementation. These are San Fernando (La Union), Naga, Quezon City, Mandaue and Iligan. These cities are chosen because of their active involvement in World Bank-supported programs such as the on-going Cities Development Strategy (CDS) Project and the planned Urban Shelter and Community Infrastructure Project.
