Project Title:

Capacity-Building Support to the Government of the Philippines (Selected Municipalities in the Province of Laguna) on Disaster Preparedness and Response

Project Objectives:

Overall Objective:

Strengthen the capacity of selected Local Government Units and communities in the Province of Laguna on Disaster Preparedness and Response, including Climate Change Adaptation.

 Specific Objectives:

  1. Assist the selected pilot LGUs in engaging Local NGOs and other civil society organisations in disaster preparedness, climate change adaptation and community resilience initiatives of the LGUs,
  2. Assist the LGUs in mainstreaming DRRM/C limate Change Adaptation (CCA) in local plans (especially in local development plan, local land use plan, local DRRM plan);
  3. Assist the LGUs (especially the local DRRM Councils and Offices) in promoting disaster preparedness, climate change adaptation and community resilence among households, communities and localities through their activities, such as but not limited to community trainings and public education, information sharing and dissemination, formation of local task forces, development/ implementation of DRRM plans, transfer of relevant technologies.

Project Strategies

  1. Networking and Coordination with the Local Government Units and other Stakeholders
    • Coordination with the selected pilot LGUs, especially their Office of Mayor and Municipal Disaster Risk Reduction and Management Council/ Office
    • Coordination with local NGOs / civil society organizations in the selected pilot municipalities, especially community groups in priority vulnerable barangays
    • Coordination with the Provincial Government of Laguna, especially the Office of the Governor and the Provincial Disaster Risk Reduction and Management Council/ Office
    • Coordination with relevant national agencies in addressing project and community concerns
    • Coordination with WFP and other project partners in finetuning and complementation of project strategies and approaches
  2. Training and Technical Assistance to the LGUs
    1. Planning and Development of Capacity-Building Activities
      • Training and Technical Assistance Needs Assessment with the LGUs, CSOs and other stakeholders
      • Development of training and technical assistance plan
      • Development of training and technical assistance modules
    2. Implementation of the Capacity-Building Activities
      1. Advocacy
        • Review of Mun Contingency/DRRM Plans
        • Crafting of Municipal Advocacy Plan
      2.  IEC/Awareness-Raising
        • IEC roll out to communities, in support to LGUs
        • Adoption of the communications protocol at the barangay/HH level
        • Family Preparedness
      3. Training, Technical Asssistance and Mentoring
        • Develop DRR/CCA policies at the municipal and barangay (disaster-prone) level
        • Strengthen CSO involvement in the local DRRM councils
        • Identify and mentor Purok (in key barangays) DRR Leaders
        • Strengthen early warning system with LGUs and UPLB
          • End-to-end approach (ccordination among municipalities/provincial)
          • Institutionalization of EWS information sharing and communication systems between LGUs and communities
        • Conduct flood drills/simulations, in collaboration with the LGUs
    3. Project Coordination and M&E
      1. Project Coordination Meetings
        • Monthly meeting of project staff and resource persons for updating, assessment and strategising
      2. Area Visits and Monitoring
        • Monthly area visits and monitoring for coordination,consultation and  feedbacking.
